The Czecho-Slovakia itself puts an end to the actual dissolution of its state with the placet of international and state-legal legitimacy. It is here the legaLization of the disintegration between the end of the state of the former Czecho Slovakia on the part of the last representative of international law. The legal personality of international law, the sovereignty of the Czecho-Slovak State, is thus ended. But then a second one happens. Dr. Hacha acts at the same time as a sponsor (by the way, confirmed by the attitude of his people) speaker - not of the Czechoslovakian state or Czech state, which it no longer convulses. But to put the fate of a people in the hands of the leader of another people means to issue a political authority. It is, therefore, not a contractual relationship between the German Reichfwr the spokesman of the Czech people established by the agreement, but a political general power was abolished. In our opinion, this analysis of the agreement excludes with necessity the assumption that the agreement could be an international treaty establishing a protectorate relationship. Contractual relations can only exist between two existing legal entities. However, it is precisely the purpose of the agreement, in its part, to establish the end of the existing order of states in this part of Central and Eastern Europe, and thus also to establish that the international personality of the Czechoslovak State has disappeared. What, then, is the Führer's decision to accept the declaration of Hacha, to protect the Czech people and to ensure an adequate development of his people's life? It is by no means our intention to reduce the importance of this passage. It is clear, however, from the previous arguments, that there can be no contractual bond, because on the other hand only an unorganised, not international law-
