11 10 of the Statute of the Court of Justice is therefore not required by law to obtain the consent of the representatives of the Czech people. Rather, the establishment of the Protectorate is a sovereign, sovereign act of the Empire. The Protectorate therefore bears the constitutional cha- rector. This is also evident in a number of more formal circumstances. The act justifying the protectorate bears the designation decree.
