11 10 of the Statute of the Court of Justice is therefore not required by law to obtain the consent of the representatives of the Czech people. Rather, the establishment of the Protectorate is a sovereign, sovereign act of the Empire. The Protectorate therefore bears the constitutional cha- rector. This is also evident in a number of more formal circumstances. The act justifying the protectorate bears the designation decree. Accordingly, it is published in Part 1 of the Reichsgesetz-blatt, which contains the domestic affairs of the German people regulating norms. The preamble contains no reference to the agreement. Their final sentence, however, shows/the sovereign basis of the new political order of Bohemia and Moravia explicitly in the signifying words: "fulfilled with the serious desire to serve the true interests of the peoples living in this habitat, to ensure the national own life of the German and Czech peoples, to benefit the peace and social welfare of all, I therefore order the following as the basis for the future cohabitation of the inhabitants of these territories". The legal basis of this power of order for these territories lies in the transfer of the political authority of organization of dureh dermtschechic speakers in the agreement of 15 March. The perception of this authority itself is not an act of international law but of state law. From here, too, the protectorate qualifies itself as a state legal nature. The fact that one would have done so in a completely different way if one wanted to maintain the international legal and state personality of the Czech rest of the structure/feelings and to establish an international legal protectorate shows a look at the Slovak parallel events. The relationship between the Reich and Slovakia is a real international legal protection relationship. Its basis is the telegram change of 15/l6.3.39 between the leader and the Slovak prime minister, in which the latter subordinates the Slovak state to the protection of the empire and asks, by name, Slovakian leader to take over this schttz, the leader in turn in his reply telegram
