A number of inspectors have been employed to monitor road transport, particularly on land roads, and their main task is to monitor the transport of goods by lorries. Infringements of the Ordinance on the carriage of goods by motor vehicles of 2.5.194l /VBlRProt. p.234/ are followed by German law. 243/l939, which are detected during the checks, will then be notified to the competent registration authorities for motor vehicles for the purpose of tracking and for the termination of the defects, except in the case of individual cases to give instructions on the amount of the penalty to be imposed. With regard to the amount of the penalty in the event of infringements against the StVzo, it is pointed out that it is particularly important, among the special obligations of the war economy, to maintain order in the road transport sector. Accordingly, journeys without the prescribed vehicle documents are felt to be punishable. In general, I consider a minimum penalty of 20 K to be appropriate. In the case of defects in the vehicle, the nature of the defect is decisive for the amount of the penalty; errors in the control or braking must be punished higher because of the danger and negligence. In the event of errors in lighting systems and direction indicator systems, the penalty level could be kept lower; however, it is necessary to monitor above all that the defects are eliminated immediately.
