-2- 1) Reduction in the number of permanent tenants a) To this end, Reg. V.0. of 31.12.43 - so-called 7-day-regulation was first issued. This so far allowed to some extent the exclusion of redundant hotel occupants. The follow-up did not entirely correspond to expectations for three reasons. First, the review of the grounds for granting a further extension of the licence makes it difficult to verify the validity of the documents to be submitted by the applicants, and secondly, it was found that many strangers moved to another hotel after 7 days and so V.0. thirdly, in a series of traps, people who were not granted an extension refused to move out without the hotel host - from wrongly established "customer service" - stepping in against it. The following countermeasures are being taken: 1) the Central Association for Industry, Trade and Crafts will be activated to the extent that their economic groups are obliged to certify the need for the applicant's stay; 2) an extension of the police reporting regulations will be carried out, according to which in a particular file it is immediately apparent that a Premder moves from one hotel to another; 3) the Reenitten Güsten exclusively involves Germans who seek and say help from the German criminal police. As regards the authorisation procedure itself, it should be noted that the decision on the extension of the stay was first transferred with precaution to the Ministry of People's Education, which in unclear cases had to assign the decision to the General Department Iv/2.
