Frank Mr. j-Obersturmbannführer Oberregierungsrat Dr.G i e s in P ra g. By telex dated 16.5.1942 and by circular to the Oberlandrat inspectors of 29.6.1942 - copies are enclosed - it has been ordered that event reports must be refunded immediately to the hands of the Lord State Secretary. As I could see, however, event reports are now also refunded by other bodies, in particular by German-led autonomous bodies. The various reports can easily contradict each other, since the investigation is conducted many times from different sides and from different points of view. Also the Oberlandrat as inspector is at first always dependent on the reports of its district heads in the wide spatial extension of his district. The files of the secret state police and the SD are usually not available to him at first. In order to avoid overlaps and to prevent the Secretary of State from being presented with different reports, I ask that the question of reporting be clarified in principle. If the Oberlandrat as inspector should continue to be responsible for event reports, it would have to be ensured in my opinion that all German service providers outside its sphere of power (in particular Wehrmacht and police authorities) are also obliged to report to the inspector in this way. I would be particularly grateful if a decision by the Secretary of State could be taken on this fundamental question. e. Mew. 24/88=51
