English Translation
168 - 2 - In addition, it should be noted that a replacement of Kuchinkas, as the board of Witkowitz registered in the Bergbuch, is not appropriate. Although the recognition of the registration made in March 1939 in foreign jurisprudence is likely to be different, it nevertheless created a state which could be described as legal and used politically. The actually superfluous replacement of the board would remove the possibilities that existed earlier. With regard to all the problems of the position of the Director-General Kuchinka, which has already been repeatedly pointed out, it seems worrying if in the future the board member of HGW, Guido Schmidt, would become administrator and managing board of Witkowitz at the same time. This would create a further double new link between Witkowitz and the HGw with the existing operating transfer agreement. Thus, the difficulties of implementing aspects which correspond to the particular circumstances of this space would be considerably increased. Moreover, it should be pointed out to the Reich Commissioner for the treatment of the enemy's assets that, in view of the requirements of total warfare in the 5th year of the war, it does not seem reasonable that movements and new developments in the legal construction of the trust of a company as large as Witkowitz is. The HGw have proposed Dr. Möhring to the administrator himself. When he wanted to carry out his duties, they did everything to make the work impossible for him, in order to achieve a practical extension of the existing business transfer contract by means of the new combination. These methods, which seem to be capitalist, create a constant concern, especially among the senior officials of the Witkowitzer Werke, which cannot be tolerated at the present time. It must be stressed that the main task of Witcowitz is to increase the production of arms. The Prague of group formations and group enlargements must probably be tackled at a more appropriate time. I ask for information and instruction. I present the report of the SD guide section Prague from February 8, 1944 in annex after identification. (hwh)
