From the reports I have received, I can see that the school administration, even if your ministry shows the best will, is accused of a lack of preventive supervision for the purpose of keeping unloving, disciplinary or even anti-rich phenomena in individual schools. I ask you, Minister, to determine, within the framework of your office, a capable and energetic personality, which would immediately be entrusted with the task of shaping preventive care for the proper conduct of teachers, professors and pupils, and which would be exemplary in all cases where lack of good will could be considered or even closed to disturbing actions, with the greatest speed, without waiting for the initiative of the Reichsstellen. This person would be subject to the supplementary X formal act of the official office for the purpose of carrying out staff shifts, e.g. to authorize suspensions as well as the eventual exclusion of students and the blocking of individual classes or also the temporary closing of entire institutions.
