The institute is, on the one hand, a branch office of the High School, administratively independent of the ulteriority. I have appointed heads and scientific members, and the general task is done by me. On the other hand, I am closely associated with the University in that the head and ordinary scientific members must be professors at the German University in Prague. In addition to these scientific members, a core of full-time scientific workers is to carry the Institute, which is either already habilitated at university level, or who want to devote themselves to university careers, or even to work in a concentrated scientific capacity for some time. I am convinced that this very construction from the Institute will give rise to a strong and essential impetus for the university, which will also attract students of the Sudeten region as well as the rest of the Empire. To discuss all the questions relating to implementation - they are already partially touched in my cited letter - my two Head of Service, Professor Baeumler, is from my side.
