It would then take not 4, but 8 years for the Czech higher education system to be present and approx. 45.00o pupils would be less present than on 1 November 1940 without doubt, even without the introduction of the numerus clausus for the 5th class, a migration from the Czech higher schools would occur, as the Czech population would have to realize that it does not achieve anything through the higher school. The dismantling of a number of institutions would promote this migration process. The time it would take until the whole surplus would be covered cannot, of course, be overlooked; the development could go faster than one might be inclined to assume that it could also take a few more years, as long as the Czechs are still hoping for a change in political conditions. A combination would also be possible in such a way that the numerus clausus can now be used for the 1st class, for the 5th class in the next or the next school years. It is a matter of political decision, how far at present it is possible to proceed with dismantling.
