At present, 15 Czechs are opposed to a German. According to Group XIV, this disproportion has no meaning, since the German scientific offspring can be included in any number in the concept, which, in contrast to the lump-sum employment, is already the precursor of a civil servant relationship. IV./ In the field of lower employees (officers, cleaning staff, etc.) a parity between Germans and Czechs should not be required, especially since it will be very difficult to find enough Germans for these lower positions. After all, the present nationality ratio is so unfavourable that here too a change must be sought: in the NUB 99 Czechs face only 10 German posts in this group, 9 of which are not currently occupied. Of the Czech employees 39 have been re-established in 1939. In the BTH, there are 30 Czech 3 German posts (of which only one is currently occupied) and it is proposed that the demand should be made that at least one third of the remaining posts be filled by Germans in this lower group of employees after the reduction of too many Czech employees. This seems important because, in many cases, the higher German officials also need trustworthy German assistants, especially if officials from the Old Kingdom were to be hired without Czech language skills.
