In reply to your letter from the local government, to Mr. President of the Government, I would like to inform you, on the basis of the information obtained, that the question of the transfer of employees from Karpathorussland has been settled on the grounds of an agreement between the departments concerned, according to which only employees of sus Karpathorussia can be transferred to the public service or to another public service if they are of Czech nationality. In the case of employees of the Karpatho-Ukraine, it is considered that, due to the independence of Karpathorussland in October 1938, the remaining Czechoslovak state, which after the self-employment of Slovakia forms the present protectorate of Bohemia and Moravia, is no longer obliged to take care of these employees and that their duty now belongs to the state to which the territory of the former Karpathos-Ucraine has fallen.
