* 155 Nr. XIV/3394 1.) Prof. Dr. S a u r e is known to me from his work in Berlin and also from his activity at the University of Göttingen. It is a person who is particularly well versed in the field of agricultural law and who is experienced in the administration and who works in a targeted manner. From the administration, in which he had recently held the position of ministerial director in the Reichsnährungsministerium, he transferred to the university service as a full professor in 1937. His appointment to Prague would be very good for the local faculty; for Göttingen it would mean a loss. I do not know whether such a change is in line with the intentions of Reichsminister Rust, who strives to give every university its special character. In order not to affect the uniform and planned design of the German higher education system as a whole, it should be correct to leave the decision to the Reichser- zahlungsminister. Since after my negotiations in Berlin with State Secretary Dr. Stuckart and State Secretary Zschintzsch it is not to be expected that the transfer of the local German University into the direct administration of the Reich before 1 July l939 can be carried out, an immediate appointment of Prof. Dr. Saure for the already current semester is no longer in question anyway.
