The Head of Division II Prague, 4 September 1940. 6n0-: aNA Note on the result of today's lecture to the Reich Protector on the limitation of the activities of trade unions in the field of wage policy. The Herr Reichsprotektor has approved that in the Protectorate, in place of collective agreements negotiated between employers and employees associations, autonomous collective agreements (known by the Minister of Social Affairs) take place in the Reich in accordance with the state-controlled wage policy. This necessarily means that trade unions will no longer be entitled to the right to conduct wage negotiations and to conclude collective agreements.This activity will therefore be prohibited by the protectorate government. On the other hand, it still seems reasonable, and indeed necessary, that the trade unions take over the supervision of the Czech labour force, since an extension of the supervision on the part of the German labour front to the Czech workers in the Protectorate is not yet possible and the formation of a Czech labour front on the German model would mean a strengthening of Czechism. The trade unions will have to bring any complaints, suggestions or wishes of the Czech workers in the wage area to the trade inspectorates or directly to the Ministry of Social Affairs. There are no doubts that the eligible protectorate ministers, in particular the social minister (head of the wage policy department by the German government council Stucke !), will remain in service with the representatives of the trade unions.
