As a result of these transfer quotas, transfer quota certificates are issued by the Swiss authorities, which ensure the Swiss exporter the granting of the transfer guarantee by the Federal Government. Without a transfer guarantee, clearing payments in Switzerland are not possible for supplies of goods. All foreign exchange certificates issued after 15 January 1943 shall be counted in full against the special limits granted to the Reichsstelle. If foreign exchange certificates have been issued for goods for which a value limit is not fixed, or if foreign exchange declarations have been granted beyond the new value limits, nothing is at first required by the Reichsstellen. Jn these cases must be left to the Swiss exporters to obtain the transfer guarantee of the federal government. The full credit is also subject to the foreign exchange certificates issued by the supervisory authority to the German Minister of State for Bohemia and Moravia after 15 January 1943 for imports from Switzerland. The supervisory authority in Prague has therefore been instructed to speed up the notification to the Reichsstellen about the post 15 December 1943.
