Wolf is clarified to the NSLB district authorities in the rest of the Protectorate and is demarcated to the effect that Wolf should be given a kind of authority over the district authorities concerned, both in organizational and financial terms. I discussed the question with Pg. Conrad on 25.d.Mts. telephonically. Conrad proposed to refrain from any measures and to wait until the action of Wolf is taken. He would not see any difficulties and believe that these would arise only if a corresponding advance were made in favour of Wolf in the participating countries. 2.
