The camp was established by the Gauleitung and the area management Silesia without prior permission of the local authority. The Oberlandrat was informed only by us of the situation. We heard about the intended passage around the camp already 14 days ago. I immediately got in touch with Berlin and turned my back on an occupation of Biestritz. The responsible people of Schlesien had informed Berlin and assured them that they were ready for the said appointment and that the children could come. During my visit yesterday I found that the camp was moved 14 days too early, the kitchen equipment was not sufficient in any way, that the boilers were still on the track, the food was not secured. There was a lack of personnel, the teachers are extremely weak, the present HJ leaders as well. The children arrived with few things, e.g. No towels were brought, the children have the worst shoes, the soles of which are already through. A doctor was missing. In no house was a blackout attached. The school rooms were not yet finished, tables and benches were completely missing.
