In order to increase the prepangandistic effects of newspapers, using volunteers and other suitable prisoners of war, reading groups of 6 men each are to be used. The expression of prisoners of conscience is to be mentioned in the monthly report, also on wall newspapers, publication notes and the news service of the radio. Summary use of facilities in Germany, the reconstruction in Europe, etc. for the evaluation by the free-will propagandists is no longer transmitted because of the organization of the Russian prisoner of war newspaper. Instead, monthly communications on the activity and determination of the propaganda are provided, starting with the J.3.43.
