Just as the special state-law structure of the Protectorate cannot have the purpose of protecting the Protectorates from the Empire, but only serves to enforce the special political, popular and economic powers of the Empire in the Bohemian-Mauritian region, so there can be only a uniform economic policy for the entire Great=German Empire, including its protectorates, for which Berlin bears the responsibility.
