I believe that it is possible to relax the rules on exit in certain cases and ask you to pay attention to this issue. I could imagine a solution, for example, that members of the German Alpine Association - provided they have a valid passport - will receive a pass for a trip to the mountains without further difficulties at the competent authority with a corresponding maximum of one month's validity; the membership of the DAV should come from the valid membership card to be presented; at the most, the reliability of the member in question could still be substantiated by a special letter of recommendation from his branch association, which is acting under full political responsibility. Such an exception would affect few persons in terms of numbers and therefore find less difficulties, because these people can be considered politically reliable and impeccable from the outset.
