April 1940 - 3476/Prot.2.Japan - Yesterday lecture Mossdorf took place on Japanese expansion policy in front of selected circle of German personalities including Secretary of State Frank and members of Japanese Consulate General. Lecture was daring, since the latest questions were openly touched. No one was prepared for the current political issue, otherwise according to the regulations Reichs- protektor's concept would have been submitted for approval. Mossdorf subsequently stated that he was not aware of this. The impression of a major listener ispinky, as it came out from a lecture that our foreign policy towards the Soviet Union was a means to an end and that double-playing Soviet Union also was spoken to Japan. The word "also" had to lead to the conclusion that this game was just-if it was driven towards us. Lecture gave an impression of a negative attitude towards the Soviet Union, especially since Russian-Japanese war was called inevitable. Disturbing was the comment about Ciano's hasty recognition of new Chinese government.
