2 The Imperial Protector of Prague, 23 July 1940. in Bohemia and Moravia Tgb. No. Bds IV- 1422/40 a) To the Office of Moravia b) To Mr. Oberlandraten Subject: Summer camp of Czech youth. The following instructions are added to the telex of 29.6. and 10.7.1940: l. The camp of Junak and Sokol are to be offered in all cases. It does not matter whether the purpose of the camp is indicated as recovery or a financial support by the district youth welfare commissions under the Ministry of Secial and Health Administration. Junak and Sokol cannot be considered charitable or charitable. Social youth associations are valid, but must be approached as Czech chauvinist military sports organizations. 2. According to the decree of 10.7, recreational camps can only be approved if the responsible district youth welfare commission signs as organiser. Since, as has already been pointed out in individual cases, the Czech youth associations are now expected to approve their planned camps via the district youth welfare system, and this is for such camouflage purposes, a strict standard is also required in the examination of applications by the district juvenile welfare commissions, and in particular to ensure that, in the individual case, health care and recreation are actually credible as the purpose of the camp. The following guidelines may apply: a) Tent camps do not in principle have the character of a recreation camp, since the physical and health requirements of a tent camp are detrimental, especially for the rest- able.
