Eing.: 13.JULI1940 B.No. BdS IV-248/40 g - 5089 Out of a given agreement, I shall present the order of the deputy of the Führer of 14 December l938 and the decree of the Reich Minister of the Iniern of 11 November 1938 - Pol. S-V 1 No. 695/38-151 - (RMB1iV 1938 v. 23. 11. 38 No. 48 p. 1906). I do not wish that my authorities or the services of the Party and the divisions and affiliated associations should be involved in the intelligence service in the Protectorate, but I do so solely by entrusting the security service of the RFi SD section of Prague, which thus assumes the obligation to continue to be concerned about the situation as a whole and in individual areas of life, and in particular to the relevant bodies at whose request the necessary information about such facts, incidents, persons, etc. I would like to point out in particular that the duty of the Upper Land Councils and Party departments to report on the political situation can only cover the substance of the matter which comes from the rapporteur's office in the nermal course of work. This work must not lead to the creation of an insti tution of a similar kind of intelligence service. This does not prevent the Oberlandrat from also using documents which are used by him outside his business. In order to carry out its own intelligence investigation by the authority or party department, there is a lack of suitable staff and, as the experience shows, of all the other 3.α.d. prerequisites.
