(d) The local celebrations must end before ll o'clock or begin after 1 4 o' clock. e) The survivors of the fallen of the present war shall be preferred to the local celebrations. (f) Community reception of the transfer of a special commemorative act of the armed forces shall be provided between 1l and 2 p.m.; the date of transmission shall be announced by the radio. Any celebrations with religious consecration may only be performed in the same way as military service in accordance with No. 375 f) spatially and temporally separated from the Soldat celebrations. 3.) The High Commands of the Army and the Navy and the Reich Minister of Aviation and Commander-in-Chief of the Airarm are asked to order that the troops arrange for one-time, dignified decoration of the graves of comrades who have fallen in the Weltkricg and since September l939 and raise the Reichskrieg flag on the honour cemeteries of the Wehrmacht on the Hero Memorial Day. This honour is particularly significant because the German Empire has been denied the right to show the flag of the Reich on scine cemeteries of honour in foreign countries. Special means may not have been made available by the High Command of the Wchr- macht, Dic ducho civil administration is to be used for aid to bitton. The local administrative bodies of the country concerned are responsible for the participation of the administrative authorities of the Member State concerned.
