To meinom Letter of 9 June 1939, No. I A 1215/6070 I inform the following: 1.) Sanctions with local restrictions to the highest district of the Oberlandrat shall be notified by the autonomous authority responsible for the request to the competent Oberlendrat before the decision on the requested authorization is taken. 2.) If no objection is received by the Oberlandrat binien 8 days after receipt of the notification in question, the autonomous authority may decide on the request for a collection permit in accordance with the relevant provisions of autonomous law. Copies of such decisions shall be sent to the Oberlandrat at the same time as notification to the applicant. 3.) In all collections covering an area passing through an Oberland Council district, my consent shall be sought before the autonomous authorities grant the permit to collect. 4.) Collections for German Zvecke do not require an advertisement Lezw. Consent if they extend to the whole territory of the Great German Reich. This applies in particular to the collections of the Winter Hilfswerk of the German People. 5.)
