English Translation

3.) If the German and Czech languages are used side by side, the German language enjoys priority in terms of local and temporal order and interpretation. 4.) Everyone has a right to use the German language against him throughout public life. 5. The ultimate goal of linguistic development is: Written and oral communications of all kinds must be made in German or in German and Czech. They may be monolingual Czech, they are by their very nature only intended for a Ferson or a circle of persons of the Czech part of the tax, unless in these cases the double-language elite is explicitly required. As a result of the practical impracticability of a complete multilinguality, including in the Protectorate administration, it is still necessary to accept the sole use of the Czech language in dealing with individual matters of Czech full-time members. 6.) Every basic new regulation has to be sought: Basically everything is to be written in German or in German and Czech. Exceptions in favour of the Czech language can be allowed, if life still requires it. By this methodc' will be determined in the future what can be Czech in one language. The burden of proof lies with those who use the Czech language alone. 7.) Rules of the protectorate government or the subordinate bodies which speak to the principles l.) - 5.) must be ignored.
