Mr. Under-Secretary of State Dr. von Burgsdorff had instructed me shortly before his departure to prepare a new building for the authority of the Reich Protector, with the intention of rejecting a number of groups from the divisions and making them independent. It was intended that the groups of justice, education and culture, higher education institutions, finance and postal services should be included. I therefore submitted to him the draft regulation, which proposed an amendment to the annexation decree of 18 Sept. 1940, which took account of the self-identification of these groups. Mr Unterotaatsoekretär then let me go back to this draft and told me during a presentation that although the draft regulation would formally reflect what was intended with regard to the division of the groups, the structure of the authority resulting from the implementation of these measures seemed to him to be so vague that he wanted to take the opportunity to discuss this matter again with you, Obergruppenführer.
