28a -2 - BROA were set up to oversee autonomous administration and to ensure that this administration was in line with the intentions and objectives of the empire, were too heavily burdened with ongoing administrative work by the assumption of pure administrative tasks, which were increasingly diverted from the autonomous, administrative and transferred to the Upper Land Councils; their departments had developed into a second German administrative body, working alongside the autonomous administration (Landes-bezirkshauptmann - Gemeinde). This development, which in the end led to a complete double-track of administration in the Protectorate, was met by the above-mentioned establishment of the Reichsauftragsverwaltung in the autonomous authorities of the general administration. The exemption of the Oberlandrats from administrative work and the formation of German departments in the autonomous administration made it possible for the Oberlandsrat districts to be considerably enlarged and their corresponding reorganization. The autonomous district authorities had already been merged, so that they correspond with a population of an average of 80 000 inhabitants to the meaning and size of a German district. There are now the following Oberlandrat districts (the corresponding district authorities please refer to the annex): Prague: 18 district authorities with about 1 442 000 inhabitants.
