I have received an assessment from all the teachers, both from the district school inspector and from the German district heads or from the heads of the Reich's commission authorities. 5/41 The extensive material available to me shows that in general the teaching staff is satisfied. Understandably, school performance cannot easily be assessed by the district governors. They are thoroughly examined in the report of the district school inspector. From this report I take that in general there is an average teaching qualification and aptitude. Superior good powers are only available in isolated cases. This plague also corresponds to my personal impression, which goes away that the school success in the German schools is not very excellent. In part, the difficulty in the language skills of the children, mainly in primary schools, is to be blamed, but in part, it is also to be looked for in the fact that in fact the teacher's ma- terial is already sieved and no longer has the ability to perform, which is desired here in the popular struggle for the upbringing of the German children. Without being able to judge the school effect of the Czechs, I think that the success of learning in the Czech schools will be better than in the German schools.
