- 2 - to be kept informed of where a solution cannot be found either by an O.I. department on the grounds of political issues arising, or because of the political importance of the issue which arises, a preliminary hearing or subsequent information to the O. I. appears necessary, or, finally, because of its political importance, a central department must be dealt with. (The latter provision could be achieved at the same time that the lower authorities only apply directly to the central office in exceptional cases; see letter III A 169/3 of 20.9.43 in secret, page 5, first paragraph, p.l.) The limitation to the political significance of the issues raised would be h.E. In this context, the question of the extent to which the O.-I. the central authorities of orders, decrees, etc. ('obligation to provide information from above'). As a general obligation to provide such information would probably only result in the O.-I.'s with decrees etc. The solution is to inform the O.-I.s only of pöltically important or administratively basic provisions and orders, which is also defined accordingly in a supplement to the instructions of the l0.ll.d.er. 2.)
