However, the Oberlandrat has only to make use of this right of instruction in really urgent cases. As a rule, its activity in the termination of defects will be primarily a simple and advisory one. § 6. The Oberlandrats are involved in the legislative and judicial process of the German Minister of State on the basis of their particular knowledge of local conditions in an advisory form. § 7. " The service card of the Oberlandrats is personally signed by the German Minister of State. § 8. The Oberland Councils can be personally provided by the Deutsche Staatsmini- ster with special or general special contracts. § 9. The Upper Land Councils do not have their own authority.
