The German leaders of the individual administrations cannot feel affected by this in any way, because concrete technical questions are not finally resolved in this body, and because, on the other hand, the heads of the specialist administrations have many possibilities for a presentation to the Minister of State, which the Oberlandrats cannot take for themselves because of their spatial distance from Prague. If the heads of the German specialist administrations (i.e. heads of departments) feel at a disadvantage by the gathering of the senior councils with the German S+aatsminister, the Oberlandrats could, with the same right, feel equally disadvantaged by each lecture of a head of department with the Minister of State. The technical information of the Oberlandrats was given in other ways, partly by the fact that they are officially informed about intended measures on professional offer, e.g. on the occasion of meetings with a larger group of participants (also district heads!) or also on personal visits of the Upper Landrats in Prague. Secondly, however, it is likely that the Upper Land Councils - which has not yet done so - will have to be consulted in the preparatory S+adium on the proposed measures of a le-gislatative nature. To date, regulations have been drawn up and adopted in Prague and the Councils of the Oberland could only subsequently determine their day-to-day work the imperviousness of one or the other provision.
