cC page 6 on the report to the Reichsprotektor v. 15.12.1939. because this Ministry had to contact the local Ministry of Finance only to take over the state guarantee for the calculation for a German housing cooperative. After about three months of negotiations I received on December 2 by the Ministerial Council Dr. Slais the information, which such a Czech state guarantee is possible, provided that the cooperative is subject to the control of the Ministry of Social Technology. I do not think it is right to enter into such a bond today, even though the cooperative will be subject to this control because of the earlier agreements. This solution could only be used as a last resort. Sicurta, Versicherungs-A.G., with the provision of larger sumes than double-digit mortgages with Czech state guarantee, are running on account of marginal agreements with the Sudtendeutsche Union-Versicherung-AG and the Riunione Adriatica. Furthermore, I would point out that the financial difficulties of the Comrade's staff would be resolved if the "brown house", where the second mortgage has not yet been paid, was sold. The pure value of the building is about 1,800,000.-- Reichsmark; The estimated value with the property is 2,300,000 .-- reichsmark. The Victoria-A.G., which the I. Mortgage has given to anyone willing to purchase the property for 1,800,000.-- Reichsmark. Since this purchase would not fully cover the debts of the cooperative and since cs was a loss of 500.O00.- RM compared to the estimated value, I am in Ricksprache with Mr. Reg.Rat. Ludwig did not respond to this offer, especially since there was a purchase offer from the Preger Städtische Versicherungswngsgesellschaft for 2,300,000.- Ri. However, as this property cannot be transferred to Czech land, this offer was rejected. After Rick spoke with Mr. Official Gavenat, who explained to me that for the purchase of apartments funds were available to Mr. Imperial Protector, I offered the "Breune's House" to the Lord Reich Protector for 2,300,000.-- Rd. The offer was reviewed; Mr. Gavenat explained to me that he would not accept such a purchase after Riicksprache with the speakers concerned, since the flats in the "Breu-nen Heus" for Reich staff would not be eligible. This was justified by the fact that the substantial proportion of the apartments are two to three-room apartments, i.e. apartments for middle officials. The middle beants, however, would be a large part of the already resident people German. The vohnen needed by the Reichs protector must have / Ausnasse. bigger thus also this purchase has broken down. Furthermore, I refer to negotiations with the still-hold komissar in Reichenberg, resp. with the Aufbaufonds Ges.n.b.H. Very extensive negotiations, which I recently conducted with Pg.Hoffmann himself, came to the conclusion that the standstill commis- tern ready to grant 5,000.000.- crowns as a cveitetellige hypo-thek in forn of a three-year interim loan, if I could prove that after three years another bank would replace this loan. Since I did not succeed in this proof, the negotiations with the standstill commissioner were also void. ./.242
