28 Sheet 23 II. Combating parachute jumpers and airborne troops. General 1.The occurrence of parachuted jumpers or individual or several landing aircraft must be reckoned with. Here it is necessary to distinguish between a) parachutists and airplane troops used for carrying out combat actions. (b) individual parachute jumpers and smaller groups of parachuted jumpers, which are decommissioned for sabotage, terror or decomposition purposes or for news purposes. As such, persons are to be taken out of three or less combined aircraft. 2. Paratroopers and air landing troops, which are used for carrying out combat operations, are parts of the Wehrmacht and are in a fairly moderate combat exercise. They must therefore be treated as fighting soldiers under international law. Their fight is a special task of the Wehrmacht. It is the duty of every Wehrmascht member and unit to ensure that parachute jumpers fight and landing planes. In any case, immediate reporting must be made (see sheets 26 and 32a). If independent defense is not sufficient, a scheduled combat must be used. Parachutists or airborne troops whose behaviour indicates that they belong to so-called command companies for the purpose of destroying military, industrial, transport and similar installations shall be ruthlessly combated until their total destruction. 3. For the preparation and execution of the first deployment of the available forces for the scheduled combat, the commanders of the paratroopers' defense areas as shown in sheet 24 are responsible. All parts of the a) Wehrmacht, b) Waffen-SS, c) German police (without fire protection police, free fire brigade and technical emergency aid), VGAD., e) Government force, f) Czech gendarmerie acc. Paragraph c, paragraph 6, insofar as they are not locally bound for their own security and defence tasks. The security of the assigned objects (railway, news systems, equipment, properties) has the priority. As far as Waffen-SS, Ordnungspolizei, VGAD., government force and cschech. They are considered to be "integrated into the Wehrmacht" and carry out their task "in the framework of the Wermacht". (15. 11. 42)
