21011 The following guidelines apply to the execution of the tasks in the particular area of the police: A. General. I. Tasks. The RdErl first provides for the achievement of all Gypsies, Gypsy Mixes and Gypsy-type moving people living in the territory of the Reich. Whereas, at the same time as the external recording, the identification of persons and the determination of nationality must be carried out; whereas, finally, the racial-biological examination of such persons must be conducted in order to establish perfectly whether, on a case-by-case basis, it is a pure gypsy, a gypsum or a non-zigeun; In addition, the decree already provides for the participation of the criminal police and the local police in the general treatment of gypsies, including in the regulation of the living conditions of all gypsy people. II. Responsibilities. Local police authorities and gendarmerie. All enforcement officers of the local police authorities, the local policing authorities themselves and the gendarme are obliged to carry out the reports and operations described below under B and C. 2. Criminal police stations. The main focus of all the enforcement measures provided for in the decree is on the criminal police departments, which have to inform all the departments of their district, in the exercise of the powers conferred on them, of the basic aspects and the specific questions necessary for the work to be carried out. In particular, they must also ensure the cooperation of all the departments of their district which are indispensable for the treatment of gypsy questions. The tasks assigned to the criminal police departments in detail are described below under B-C. Supplement 1941.
