Since 1 November l939 he has served the Ministry of Foreign Affairs of Slovakia. In a small circle, Holák spoke negatively about German foreign policy; he said that the present catastrophic situation of the empire in the east and south-east was mainly due to German foreign politics, which was not capable of diplomacy. The administration of the eastern regions was initially easy, but later exaggerated by the nationalities and without relying on the cooperation of the German-friendly down-to-earth elements.
