135a - 2 - at the end was to place the Slovak economy under the strain of all its forces in the service of the supply of the German troops' in Slovakia. On the other hand, since the Sl:wakei is used to a considerable extent for the German armaments, consideration had to be given to an orderly run-off of the Slovakian economy. In addition, there is a clear interest in maintaining and strengthening the Slovak government administration, because better results are to be expected for the force when the Slovak administration cooperates. The agreements reached in the Treaty are in line with the explicit statement that Slovakia is still to be treated as a sovereign state and as such. The Treaty is the only one that has been achieved in the financial and economic fields. In the financial field, Slcwakei's benefits are not limited upwards, but it goes without saying that the capacity of the Slovak State is limited by natural limits which cannot be exceeded if the currency is not destroyed. The Slovak State cannot bear the full financial burden of the current occupation of Slovakia with the German Wehrmacht alone. Limitations on the cash payments to the individual members of the Wehrmascht must therefore be accepted. The benefits which Slovakia has received under the Treaty cover the need for approximately twice the existing stock of the former Slovak Wehrmacht. Taking into account the benefits in kind, Slovakia, in accordance with the Treaty, accounts for about 20 times the amount that it had to provide for the German Wehr-macht until 1.9.44. Subsidiary departments, in particular commanders in the country, must therefore not, on their own initiative, be entitled to wide-ranging services against the dairies of the showakic forces, as provided for in this Treaty.
