Further cuts in the allocation of coal would have to result in substantial production of the emergency programme, such as cannon production, tank construction or munitions production, and the supply of coal is still entirely dependent on the transport situation. The traffic situation has developed in such a way that at present the supply of coal is not fully guaranteed, as there are not enough empty wagons available.
