The political and world-view leadership of the German people in the Protectorate remains the task of the four responsible Gaulefer. I therefore take the initiative to inform you that Reichsleiter Martin B o r m a n n declares his admission to this regulation and, with effect from 27.4.1943, set aside point 4 of the V 3/40 of 30.1.1940. This point reads "The head and the staff of the Party Liaison Office do not have the right to give direct instructions to the service of the party, its divisions and affiliated associations in the territory of the Protectorate of Bohemia and Moravia. In the course of this development, the Reichsführer decided in agreement with the Reich Protector that the provisions of Order 98/39 of 4.5.1939, under which it was ordered that party departments should refrain from any traffic with the autonomous Czech authorities, were amended to allow the party departments in future to discuss and vote directly with the protectorate authorities - Reichsbeauftragsverwaltung - and with their German staff - in order to be able to meet and vote on any requirements which might arise in matters of air protection.
