I therefore recommend that only the German district heads and not even the leaders of the Reichsverwaltung in Czech-style district authorities should be authorized to employ German protectorate staff, as far as they are politically permissible, in the framework of the Imperial Order Administration, and to use Czech staff occasionally as auxiliary staff when it comes to the above-mentioned work. III. Reform of the autonomous administration. The autonomous administration has some advantages over the imperial administration. In particular, the unity of the administration is preserved in it much more strongly than in the administrative structure of the empire. Nevertheless, the autonomous management is in need of reform in many respects. Almost all the protectorate authorities have the feeling that in many cases they do not employ staff in accordance with their initial training. Thus, akademische officials are used to tasks which are carried out in the German administration by inspectors or secretaries. Here a fundamental change must be created. A review of all tasks is required according to the direction of whether they must be performed by senior officials or cannot be carried out by middle-level officials. Those who are unable to perform the duties of a senior official shall be deprived of their rights and shall be entitled to remain in the administration as middle or senior officials. In addition, it is necessary to give the officials a greater independence, since the head of the authority really only needs to deal with the most important matters himself. Furthermore, the lengthy correspondence between the individual departments is to be settled with the protectorate authorities, since much can be arranged orally or by telephone.
