I believe that even more could be done here than before to transfer to the other Reichsauftragsverwaltungen. Since 1 August I942 already the issue of identification cards and through-lass certificates as well as the processing of pigeon keeping belong to the responsibility of the district chiefs, ReichsvertragsVerwaltung. However, according to my findings, the other Reich commission authorities could also take over the passporting, the issuing of visas and the affairs of the weapons and explosives police, without jeopardising the proper and the security regulations of these areas of responsibility. I should like to point out that the office inspectors are officials with the Reichsauftragsverwaltungen, who have gained experience in the Protectorate and are familiar with the special conditions of Bohemia and Moravia. They will therefore observe the necessary caution in dealing with matters of a police and political nature. The advantage of shifting these areas of responsibility to the rest of the Reich's order administrations is to save time and simplify the entire course of business. The registry office system can also be entrusted to the individual Reich' s order administrations without any damage to public interests in any way. Each Reichsauftragsverwaltung would have to appoint an official who would take over the registrar's affairs after prior consultation.
