34 - 3 - The integration of the entire administrative district of Psche-stitz into the administrative district Klattau has not only not solved this serious deficiency, it has been enlarged in the general part, because the spatially remote and traffic-like impossible location of the court district of Nepomuk has become even more difficult to administer, because Klatteu is of all municipalities it court district NepoMuk much more difficult than Pschestitz, since it can only be reached via Pilsen or Sehüttenhofen. This fact is further acknowledgment of the requirement to link the judicial districts of Nepo muk and Pschestitz to the administrative district of Pilsen-Land, with which they alone would form an administrative unit corresponding to spatial policy requirements, but also fiscally viable and balanced. 2./ The former administrative district of Horschowitz was assigned to the Beraun district, the Rokitzan district with the Sbirow district to the Pilsen-Land district. The district of Horschowitz was previously united with the Bezir Beraun until 1936, the separation took place because it has been shown that despite the long association of these two districts, a self-contained administrative unit from both districts cannot be created, since each of the two cities of Horshowitz and Berain, for which they are far too much central to the administration, (i.e. that the conversion and economic orientation of all municipalities to one of the cities alone would be possible. The need for the collection and care of a large number of places in the Horschowitz district of Beraun will therefore result in great difficulties and will make the administration difficult and burden heavily. On the other hand, the annexation of the Rokitzan district to Pilsen-Land is undoubtedly very expedient from the point of view of the creation of large administrative areas. The city of Rokitzan and its immediate hinterland have always been oriented towards Pilsen, the northern part of RoKitzaner Bezir- kes with the center of Radnitz has even more and more references to Pilsenale to Rokitsan and the economic life and also the transport system were therefore oriented towards Plzen.
