In general, the traffic between the divisions and the Bureau is written, it runs through the expiring and initial minutes. In the Bureau, according to the present business distribution plan, a very large number of technical questions are dealt with, which are actually in the competence of the specialist departments. The Bureau has removed the most important items from all the main departments and reserved them for independent processing in the Bureau, thus sharing responsibility for the subject matter and not achieving a clear solution. It is also interesting to note that the chief officer in the presidium is the former Czech Presidential Chief, in whose field, according to the printed business distribution plan, political matters are also included. It will be necessary for the future organisation of the national authority to deal with certain central issues in the Bureau, moreover, to shift the tasks of the main departments, which will be clearly responsible for a subject area and which will have to apply to the president's advisers in their specialist areas.
