For example, the Oberlandrat in Pilsen takes the view that the present procedure ensures better supply. The remarks of the Oberlandrat in Königgrätz can therefore only be recognized as justified insofar as it is of course easier to work with contingencies if they relate to a larger population than is possible with the German population share. On the other hand, it must be pointed out that the transfer of the German reference certificate to the Oberlandrats was at that time made to the party's explicit wishes. In the course of the forthcoming administrative reform, it is planned to transfer the reference certificate for Germans to the autonomous authorities as well as to other tasks. The question of how this transfer should be carried out in detail is currently being examined.
