36 Copy. The Imperial Protector in Bohemia and Moravia Prague, 19 September 1942 The Inspector General of the Administration Behelm Tgb.-No. 7/42 g To the Deputy Imperial Protector, 4-Upper Group Leader and Chief General of Daluege Police, Prague. Subject: Examination report. 1.) The authority of the Reichsprotector shows itself from an earlier point of view an unbearably sluggish business course for the modern administration and in times of war. Some matters have been left to a kind of self-execution, which led to opinions having not yet been reached after 2 years. Failure to respect the correct distributors meant that important decrees did not at all or were delayed at all to the subordinate authorities. Bureaucratism should be less well-kept where it acts as an obstacle and better observed in the stables in which it is necessary to maintain order. 2.) After further information about their duties and tasks, the Oberlandrat inspectors are now very happy to go to their work. A special boost has been given to them by the constant close contact with the office of the Reich Protector, in particular the meetings with the Secretary of State, # group leader Frank. The department heads also participated in this meeting. 3.)
