28 - 2 - by supervising all branches of the administration (including special administrations) and all institutions of the commercial economy, public bodies, organizations, etc., to ensure that German matters are respected and promoted and that the overall administration works in accordance with the intentions and objectives of the empire. In addition, they have to act as a driving force for German policy through constant active influence and personal engagement, to balance conflicting interests and to form the parenthesis of a uniform administrative work geared towards the overall political system in the sub-levels of administration. The emphasis of their task has therefore shifted from the activity which has been managed so far to a leading, advisory, stimulating and balancing activity. IV The change in the task on the one hand and the assumption of responsibility for the autonomous administrative work by the installation of senior German officials on the other, naturally mean that the inspectors of the boards of directors make use of the powers they are entitled to under point I, a different one than before. (a) In order to carry out their task, they will first of all be required to exercise their full right of inspection and to inform themselves about everything that is happening in their territory.
