STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 45, sig. 109-1/51
English Translation
The Head of the Hauyt Division I Prague, 24 September 1943 Subject: Administrative simplification. In order to implement the administrative simplification ordered by the Minister of State, the following measures have been introduced: 1.) The regulation on administrative simplification in the autonomous sector, which was already planned in October 1982, each for the various objections made by the German gentlemen to the ministries, on the transfer of responsibilities from the upper to the lower authorities, the restriction of the right of appeal in minor cases, etc. In the case of the United Kingdom, the Court of Justice of the European Communities has held that, in the event of a failure to fulfil its obligations under Article 85 of the EEC Treaty, the Commission has failed to fulfil the obligations laid down by the Treaty of Rome. 2.) In order to simplify the nationality system, a further decree is in preparation; the same one can only be voted on with 4-Obersturmbannführer Fischer. 3.) The simplification plan, drawn up on the basis of a special order by Mr. Dr. Landmann, could only be partially implemented, as Dr.Landmann was bound by the agreement of the head of the department. It seems to me, however, that the time has come for all objections, even if they may be partially justified, to go away now and completely shut down other areas of responsibility for the execution of the total war. In this connection, it seems to me that the Head of Division I is given special powers and that until further notice, the Ministerial Councillor Dr.Fischer will be appointed as Simplification Commissioner for the implementation of all necessary individual measures.
