As far as the general administration is concerned, the tasks and powers of the Oberlandrats are already marked in the order for the district governors - decree of 30 June 1942 (I 1 d - 6120) - similar to the present draft. Whether the double-trackness of the German leadership (Landesvizepräsident - Oberlandrat) will prove itself in the long term or rather result in numerous ambiguities and frictions, must be ascertained. After all, the Oberland Councils have experience after training and previous activity, which give their suggestions in the field of internal administration weight. As regards the special administrations, I would point out that, for obvious reasons, a number of branches of administration have not been included in the authority of the Oberlandrat (cf. § 6 (2) of the Aufbauverordnung). Any influence by the ignorant side must cause confusion, especially if it is exercised by a majority of persons each for their district. These considerations apply to an increased extent to the judiciary, which has therefore been expressly excluded from subordination to the Oberlandrat as the only special administration in addition to the Wehrmacht (see § 6(5) of the Aufbauverordnung). There is no reason to change this regulation.
