3 Wage policy in the Protectorate of Bohemia and Moravia. The Ministry of Social Affairs and Health Administration therefore has the tasks which are assigned in the old kingdom to a rich worker.The consent of the Reich's protector in Bohemia and Moravia must be obtained for general wage regulations (clarifications) and decisions of fundamental importance. After the establishment of the Protectorate, it soon became clear that the autonomous administration was not able to fulfil its assigned tasks satisfactorily according to the principles of the Reichswohnpolitik.The Czech civil servants lacked any experience.The administrative system, which was working according to democratic forms, was exceptionally cumbersome. As the party departments (in particular the German labour front) and the German entrepreneurs went to practice, most of the time their wage-political concerns changed from the wage-related regulations in the old Reich. The Ministry of Social Affairs and Administration was gradually transferred to the departments of the Reichssptotektor by administrative initiative and by the actual decision-making authority. The latter went over to the Ministry for Social and Administrative Affairs fully prepared and expertly advised drafts of statements for publication.
