Since the main part of the nationality statute consists in the representation of already existing legal provisions, this template must be seen as a new attempt to codify a legal state. If, therefore, we look at the provisions of the nationality statute presented so far, it follows that, with the exception of the legally non-binding promise of a governmental care for national peace, the whole construction of the national statute and the regulations contained therein continue to be based in principle on the idea of the Czech nation state.This means that the Czech people are the state people and the other peoples and ethnic groups have only a second order. Only exceptions are made for them, in particular existing exceptions there and there, which are, of course, completely incompatible with the principles of equality between citizens and peoples and ethnic groups. The spirit of this view is that all the institutions of the State are of a Czech character, that the other peoples and ethnic groups have to recognise these facts and that they are only given very limited protection, which is still far behind the Czech commitments to the peace conference.
