2./ New objectives of state activity and some new regulations. To II B: In the section "Observation of national peace", the Czechoslovak Republic is assigned a new supernational task which has not yet been defined as a binding principle of law or constitution, yet can be seen in the actual exercise of power. Only in the preamble of the Constitution, whose liability is disputed by the Czech state, and in some propagandistic speeches this task has so far been indicated, although it would have been a natural obligation of the state and the Czech people since the state existed. Such an objective has value only if the necessary conclusions are drawn from it and the Czech nation state idea is abandoned. Such an aim therefore requires a corresponding transformation of the state structure and all state institutions. However, as far as this objective is concerned, no practical and legally binding conclusion has yet been drawn from the nationality statute.
